Introduction
Following the Hearing session and the publication of the Council’s response to the Inspector’s questions in a Schedule of Proposed Amendments, the Inspector has requested a further six week period of public consultation on three of the suggested changes contained within this document. This will take place between 1 September and 13 October 2008.
BackgroundThe Hearing session of the Examination in Public (EiP) took place between the 15 and 18 of July 2008. During and after the Hearing session, the Inspector posed several questions to the Council. These were answered in a Schedule of Proposed Amendments, which set out a list of suggested changes (SCs) to the submission draft of the Leisure and Recreation DPD.
Schedule of Proposed AmendmentsThe Schedule of Proposed Amendments is available, along with other documents pertaining to issues arising from the Hearing session.
Why is there a further period of public consultation?Many of the changes are minor wording changes for clarification which do not raise new issues or result in questions as to the soundness of the submitted document.
However, this is not the case with all of the suggested changes. The Inspector is not able to recommend changes to make the DPD sound unless those changes themselves meet the tests of soundness. This means that he must be satisfied that there has been adequate public consultation.
The Inspector has recommended that changes 24, 34 and 35 are subject to a further 6 week period of public consultation. He has also suggested that it would be desirable, if not essential, to provide an opportunity for public comment on all of the suggested changes.
Please bear in mind that the Inspector has requested further public consultation only on the changes to the DPD that he has suggested during the Hearing session; this is not another opportunity to revisit points raised during the session.
