Houses in Multiple Occupation

A House in Multiple Occupation (HMO) is a house which is occupied by people who form more than one household. There are several different types of housing which fall into this class, which includes student houses, bed & breakfast hostels, and houses which have been divided into bedsits or flats. There are different degrees of risk associated with each type of occupancy, and there are particular standards which apply to these types of houses.

Although the Council does not currently operate a registration or licensing scheme for HMOs, we aim to carry out regular inspections based on the level of risk identified in each property to ensure the safety of their residents. We have a close working arrangement with the Fire Brigade, with whom we usually carry out joint inspections, and who advise us of appropriate standards of fire precautions.
