![]() Graffiti Graffiti describes drawings, patterns, scribbles or messages that are painted, written or carved on walls and other surfaces. The Council can remove graffiti from Council buildings or monuments. The Council is not responsible for removing graffiti from privately owned property, responsibility for removal of graffiti on private property rests with the owner. Our Environmental Enforcement Officers have the power to issue on-the-spot fixed penalty notices for £80 to anyone caught leaving graffiti. Offenders will be reported to the police as it is a criminal offence. Graffiti instances are monitored by the Council via our regular Streetscene inspections and under the Best Value Performance Indicator programme.
