Filthy and verminous premises

Under the Public Health Act, the authority has powers to deal with filthy and verminous premises. This could include cases where a property was infested with rats or fleas, or contained decomposing rubbish, but would not include premises which were merely unsightly, untidy or in a bad state of repair.

In cases where there is a risk to public health, the authority can obtain a warrant to enter and clean the property.
