Air Quality Management Areas

Through monitoring across the district of West Wiltshire it became clear that the air quality objective for Nitrogen Dioxide (NO2) was unlikely to be achieved in parts of Westbury and parts of Bradford On Avon. In Addition it is was unlikely in Bradford On Avon that the air quality objective for PM10 will be met. See the Stage 3 Report for further information (PDF file, opens in new window). In such circumstances the Council is legally obliged to declare an Air Quality Management Area (AQMA) for each affected area.

Following consultation with the general public and then approval by West Wiltshire District Council Cabinet, two Air Quality Management Areas Orders were created on the 26 November 2001.

Westbury

The AQMA covers part of Haynes Road and Warminster

Bradford On Avon

The AQMA covers Market Street, Silver Street, Masons Lane and part of St Margarets Street

The review and assessment process requires any council who has declared AQMAs to undertake further work of NO2 and PM10 to confirm or revoke the AQMAs with new monitoring results.

As a result the Stage 4 Report concluded that a further 3 months of monitoring for PM10 would be undertaken in Bradford On Avon. Westbuty AQMA will remain unchanged.

Following the declaration of an AQMA an Action Plan must be produced setting out how the council will work towards meeting the air quality objectives. West Wiltshire District Council have produced an Air Quality Action Plan (PDF file, opens in new window). We have and are continuing to work closely with Wiltshire County Council on this as they have the powers to deal with the road network.

Currently (June 2007) 205 councils have declared AQMAs. Section 84 of Part IV of the Environment Act requires local authorities that have declared Air Quality Management Areas (AQMAs) within their area to prepare a written plan (action plan) in pursuit of the achievement of air quality standards and objectives within the designated area.

All other areas of West Wiltshire are predicted to meet the air quality objective for each pollutant.
