Welcome to the information page for the independent Public Examination of West Wiltshire Council’s Leisure and Recreation Development Plan Document (DPD).

What is the Examination Stage?

The purpose of the Independent Examination is to assess whether the DPD is sound. An Inspector has been appointed by the Secretary of State to conduct the Examination. After the Examination the Inspector will prepare a report with recommendations that are binding on the Council.

Latest News

Further Period of Public Consultation

There will be a further period of public consultation on changes to the DPD proposed by the Council in response to suggestions by the Inspector during the Hearing session. This will take place between 1 September and 13 October 2008. Please follow this link for further information.

Representations made at the Submission Draft Stage

In October 2007 the Council published the Submission Draft DPD, which is the third stage in the production of the Leisure and Recreation DPD and which establishes the Council’s preferred approach to delivering the successful leisure and recreation facilities within the District. The consultation period on the Submission Paper ran from October until 7 December 2007.

The Council has published a statement summarising the representations received during consultation on the Submission Paper. This Statement is referred to as the Regulation 31 Statement. (document not yet available)

Site Allocation Representations

Site allocation representations were put forward by other parties during the previous period of consultation. Land at the following addresses has been put forward for allocation in the DPD:

  1. Land West of Leigh Park, Westbury
  2. Wilts and Berks Canal route corridor via River Avon, Melksham
  3. Dunch Lane, Melksham
  4. Land off Pathfinder Way, Bowerhill
  5. Bowerhill Sports Field, Bowerhill

The site allocation representations were the subject of a six week statutory consultation period that ended on Friday 15 February 2008. The details of all representations made during this consultation period are set out within the following document:

The Programme Officer

The Programme Officer, Mr Ian Kemp, is not a District Council Officer but works under the direction of the Inspector, he is responsible for dealing with all administration and procedural matters for the Examination. This includes the Examination programme, recording Examination documents and dealing with correspondence on behalf of the Inspector. Mr Kemp can be contacted by email on idkemp@ntlworld.com.

The Inspector

Mr John Mattocks BSc (SpHons) DipTP MRTPI FRGS of the Planning Inspectorate has been appointed to conduct the Examination into the Leisure & Recreation DPD.

Examination Programme

The Hearing session of the Public Examination took place between 15 - 18 July 2008.

The purpose of the Hearing was for the Inspector to hear oral representations from those who have requested to appear at the Hearing. The programme for the Examination is available through the following link:

    The Pre-Inquiry Meeting

    A Pre-Examination Meeting was held on 23 April 2008 at the West Wiltshire District Council offices. The purpose of this meeting was for the Inspector to explain the procedures for the Leisure & Recreation Public Examination.
