Following the meeting of Council on 8 November and the review of allocation of seats on committees, Councillor Payne would fill the Conservative vacancy.

All speeches must be relevant to the agenda item under discussion. Please note that the duration of speeches will be determined by the Chairman at his discretion once the number of speakers is known.
