Plans submitted by Foinavon Ltd, and approved by the District Council, were ‘called in’ by the Office of the Deputy Prime Minister earlier this year. A public enquiry was held in Trowbridge in May when all interested parties put their views to a Government-appointed inspector.
The outcome of the enquiry is still awaited.

Stephen’s Place
(old Tesco store) and Castle Place shopping centre
A planning application has been received for the redevelopment of the old Tesco store and car park and the refurbishment of the existing Castle Place shopping centre.
The proposed development on the old Tesco site includes shops and leisure facilities and a riverside arena with restaurants. The plans also include 173 parking spaces on two floors.
The refurbishment of Castle Place includes new toilets, redecoration, alterations to entrances and installation of upgraded CCTV equipment.
The Urban Design Framework (UDF) identified an area of land, described as the Waterside, as being a potential location for a new library, improved leisure facilities and more public open space.
Much of this land is owned by the County Council and includes the existing library, records office and other County Council premises in Bythesea Road. Initial consideration of the proposals in the UDF indicated that it would not be possible to deliver everything that was suggested. However, the Steering Group and County Council Cabinet felt that there was sufficient potential to commission a more detailed study of the area.
This work has begun and the final report will include an assessment of what is economically viable, together with the views of developers, leisure operators, landowners and other interested parties.
A draft development scheme, timetable and outline budget will also form part of the report.
